Nurse Staffing Ratio Bill Becomes Law After 2-Year Campaign

What Happened

After nearly two years of sustained advocacy, California became the latest state to mandate safe nurse-to-patient ratios in acute care settings. The bill, SB-1029, requires hospitals to maintain specific ratios based on unit type, with ICUs mandating no more than 2 patients per nurse.

Our coalition of nurses, patient advocates, and families worked systematically through the legislative process. We started with gathering stories from nurses working in understaffed conditions and patients who experienced care delays. These personal narratives became the foundation of our testimony and media outreach.

The breakthrough came when we organized a coordinated call campaign targeting committee members who were undecided. In one week, over 2,000 constituents called their representatives, creating undeniable pressure for action.
